In a small bowl, mix cornstarch and water to create a slurry. Combine all sauce ingredients including the cornstarch mixture in a small saucepan. Bring to a low simmer and cook for 3-5 minutes until lightly thickened. Remove from heat and transfer to a bowl to cool.

While the sauce is cooling, preheat oven to 200°C (400°F).

Line a baking sheet with lightly oiled foil. Place salmon fillets on the sheet and generously baste with half of the sauce, reserving the remaining sauce for later use.

Place salmon in the preheated oven and bake for 14 minutes, or until the salmon is flaky.

Remove salmon from the oven and baste with additional sauce. Place under the broiler for about 1 minute or until the top is golden with light charring.

Serve salmon over steamed rice and garnish with red pepper flakes, chopped green onions, and sesame seeds.
